CUSTOMS MANAGEMENT PROGRAMS
Major Customs reform programs place substantial burdens on senior management and staff to continue to deliver the outcomes required by Government, while managing a wide-ranging program of change. To facilitate the reforms, it is necessary to equip senior managers with the skills to bring the reform program to a successful conclusion.
The CCES Professional Development Programs introduce managers to:
- the requirement for Customs administrations to reform and modernise their structures, policies and procedures
- the significance of the Revised Kyoto Convention and the role of the World Customs Organization in supporting Customs reform and modernisation
- the design and implementation of strategic planning for Customs administrations
- change management techniques and strategies to support a reform and modernisation process.
As part of the programs, managers are required to identify key issues that need to be addressed in a reform and modernisation program. They will define major objectives of such a program, and identify potential impediments to the reform and modernisation process. They are introduced to strategies to overcome potential impediments to the implementation of a successful change process. As well, they are guided through the steps of strategic planning, risk management, and change management.
The programs introduce managers to a broad range of management concepts in a workshop, which will enable them to apply these concepts in the workplace. By the conclusion of these programs, participants will have:
- Developed a sound understanding of the concepts of strategic management, including strategy formulation, strategy implementation, and performance measurement
- Reviewed the strategic planning process in their administration
- Applied risk management concepts to strategic and operational aspects of Customs work
- Understood the key elements of a reform and modernisation program
- Identified the major impediments to the change process, and techniques and strategies to design and implement a successful program of organisational change
- Understood the role of information technology in contemporary Customs work
- Developed a strategy for working with local traders to ensure a higher level of service delivery
- Examined how competency-based human resource management can develop more highly skilled, better performing officers
- Established personal development plans to be implemented on their return to the workplace.
The programs are delivered as interactive workshops over one or two working weeks, during which participants work in syndicates. Sessions take a variety of forms - some are presentations, some are discussion or tutorial sessions, while others are conducted as workshops, requiring officers to work in groups or as individuals under light supervision. The workshops include the extensive use of case studies to illustrate and demonstrate key points.
Participants should be drawn from senior management ranks. Ideally, participants should represent both operational and policy areas, and be drawn from the regions as well as from Headquarters.
NON-AWARD TRAINING PROGRAMS
A key aspect of the Centre's activities is the design, delivery and promotion of high quality world-class training programs. The programs, which reflect the latest theory and practice in customs and excise management, are generally delivered in-country and are tailored to suit the specific requirements of the client administration. The duration of the programs ranges from three to five days.
These courses may be delivered face-to-face, in-country, or through the Internet. The duration of the courses is three to five days, or three weeks when undertaken online.

BORDER ENFORCEMENT TRAINING PROGRAMS
In the current global environment of heightened security, government agencies that are responsible for border management require the skills to respond to a variety of threats and to meet government and public expectations for border protection. These hands-on training packages focus on the skills required to undertake the physical and tactical aspects of border management including surveillance; use of force; boarding vessels at sea and trauma management. The training is directed to the needs of law enforcement and border enforcement officials.
Note: This suite of courses is only offered to government employees or other individuals nominated by a government agency. These courses are not offered online, as they involve practical, hands-on application of the principles being taught.
